Dearest Kim, I wish you would have put out a request for suggestions on getting your new PC. I've been in IT for over 40 years and am rejecting more tech as I learn the dangers. My home is hard wired, WiFi turned off and turn off my mobile data and wifi on my phone. I only use the phone network if I absolutely have to. And my "smart" phone is old. As soon as WIN 11 came out, I was suspect and have refused all of the sneaky ways WIN 10 tries to get you to upgrade.
If possible, have your tech person get an image of your hard drive from your retired pc. Have that person remove WIN 11 from the new PC and install WIN 10. Then the tech, if you're using one, can reinstall your files and apps. Hopefully you have any license keys.
I'm not an expert, but I think we need to slowly detox and let go of the tech and learn to do without what they have made us dependent upon. They will threaten that "updates will not happen after a certain date". But with Malware Bytes or a superior protection app, you should be safe. As you've pointed out, out government is who hacks us and keeps us in fear.
Based on the warp speed of this tech, and for the sheeple that upgrade those O/S's, more effort will be targeted to those who have WIN 11, which is probably the majority.
Anyway, that's my 2 cents worth. You should be able to dial back to your WIN 10 O/S with all of your apps and data. My tech guy did it for me. I use older refurbished laptops but have the blessing of a great tech guy. '
